This issue is a spike to look into if we can replace our manual process for resummarizing active cloud accounts.

Our current process requires us to run a gabi query then use a permission file to send individual calls to the report_data endpoint.

I believe we can just adapt the report_data endpoint to accept provider_type. Where we grab all the active cloud accounts and resummarize them.
