Refactor the dataToolbar and dataTable components in order to reuse existing functionality to create simpler layouts. For example, I want to create a basic toolbar for the settings pages. I also want to create a selectable table for the optimizations page. The existing filter functionality can be reused if refactored to be util functions.

For testing, there shouldn't be any major visual changes. The existing details and explorer toolbars; for example, should function as normal.
