Small change to enable/disabling tags to prevent enabled tags being disabled that have mapping relations. After adding the ability to map tags we need to circle back to tag enablement in order to add a warning/error message to prevent disabling tags that have been mapped to a new target tag or are a target tag.

This will be a new check on the enable/disable tags API endpoint.
