Enable customers to utilize Cost Export scopes, which can either reduce the amount of data in a Cost Export to only that which is in a resource group or expand the amount of available data to a Billing profile which can contain hundreds of subscriptions.

Currently cost management only supports cost exports at the subscription level, broadening this support to take a scope and export name will enable the service to ingest these cost exports at varying levels.
