ROS for OpenShift will use Kruize as the recommendation engine, so we need to collect whatever metrics Kruize will need.

1. Add Kruize metrics for ROS for OpenShift to the Cost Management Operator
2. The Cost Management SaaS will handle the payload from the operator and place it in an S3 bucket for the ROS service
