We should consider disabling category=Platform param in tags endpoint. The UI in Breakdown pages uses filter[category]=Platform, not category=Platform param.

It seems that category=Platform filter out Platform tags - i.e, works the same way as filter[category]=Platform param.

This is inconsistent with category=Platform behavior in reports endpoints (where we expect to get all data back, not filter out Platform) and thus may be confusing.

If the change (disabling the param) would be complicated, we can leave it as it is now.
