Cost Model link in the left menu doesn't seem to work in stage beta.

steps to reproduce:

• stage beta env, cost-demo user
• navigate to cost-mgmt pages
• click on the "Cost Model" link in the left menu
• you will see "Cost model cannot be found" message (cost_model_incorrect.png")
• refresh the page - you will see cost-models
