Users shouldn't be allowed to select no-item (no-project, no-tag_key, no-region) from the the Cost Explorer table for exporting.  (ocp_explorer_no-application.png)  The checkbox for no-item should be shaded and it should be automatically selected only when user chooses to export all items.

Currently, the user can select no-item and click on the export button. But since we can't filter for no-item, the no-item filter is actually not added to the ui export request and consequently all items are exported, which can be confusing for customers.

Steps to reproduce:

stage-beta, cost-demo user

1. go to Cost Explorer
2. select Perspective: All Openshift
3. select Group by: Tag -> Chosse key: Application
4. select no-application in the table

We are able to select no-application (unexpected), the checkbox should be disabled/shaded

To see expected behavior:

1. go to OCP details pages
2. select Group by: Tag -> Chosse key: Application

We are not able to select no-application (expected)

       3. click on the top checkbox to select all items

The no-application is selected  (expected)
