At the moment, we distribute costs per cluster. While is is good for most users, there are some cases where distributing costs across clusters would make sense, e. g. Quay or Amazon RDS are cross-project costs.

Now that  COST-3100 is resolved, this should be easier to accomplish.

To simplify, we can assume a cost will be distributed across all the clusters in that Source.
