The scripts directory in project-koku is full of scripts that are only used for development. We should move these scripts into the dev/scripts directory.

• update all make commands as needed
• update all scripts for the new path as needed
• update .dockerignore so that we copy the full contents of the cleaned out scripts dir into the container
