The settings page is unresponsive for the cost-demo user on stage. The page hangs 58 seconds or more before finally rendering. Any actions like "Save" or moving tags between lists will also cause the page to become unresponsive.

I don't believe this is an issue with our API. The cost-management/v1/settings/ API responds right away. Likewise, the prod environment also responds as expected.

Note that GCP shows 40,409 tags, which may be related? The cost-user on prod only has 4 GCP tags, while insights-qa on stage has 11.

That said, we may need to limit the number of tags displayed at any given time, so the page doesn't become unusable?
