We would like to make some UX enhancements to make the UI more useful and understandable for users on the first of the month.

Today, the first of the month has caused confusion for users since it is not clear to some people that we are showing the current month's usage/costs on the first of the month.  A large portion of the day will not have data to display and the user see's $0 cost.

With this issue we should research and design API changes to enable the UI to display the latest month where we have received data. 

For example.  If we have prior month data and not current month we could make the time_scope_unit of -1 return last month's data and -2 would return the data from two months ago.  If we did this we may need a parameter flag to return make -1 return current month.  Close coordination with the UX, UI, and QE team will be needed for these API changes.
