Description of problem:

costmanagerment operator gets installed on project costmanagement-metrics-operator by default and everyother cluster operator will have the project prefix openshift-<*> .customer is expecting costmanagement metrics operator should gets installed in project something like openshift-costmanagement-metrics-operator.

This is the generic request to make all the projects unique in openshift.
