Support for additional allocation of costs (more than CPU and Memory).

Being able to distribute costs based on customer input:

      • For costs defined at the cluster or account level.
      • Select a number of targets
      • Distribute the costs evenly or as a fixed percentage / amount (sum of all charges should add up to 100%)

In order to be able to do this, it should be possible to define costs at the cluster / account level.

Once done that, it should be posssible to select at what level the costs should be distributed.
For account, it should be possible to select source / cloud account / cluster as the level. For cluster, it should be possible to select project or label.

The selection can be automatic (all targets at the level) or manual(only those targets that are selected from a list populated when the customer selects it). It should also be possible to select elements based on tags (i.e. all projects which label environment == production)

Once the step has been taken. The next step will be to define how the costs are distributed:

      •  Proportional to CPU / Memory (current functionality) --> default
      • Even split (the amount defined is shared between all elements selected, independently of usage)
      • Fixed - The amount is shared as a fixed amount per element selected. Changes in the numbers of elements do not affect this
