https://issues.redhat.com/browse/COS-3838 introduce a new issue to ART, we now have the same package being used for the base and node image, with different tags.
The proposal is to create a separate package name, so we can have it clear from what image it is, and if possible to link the base-image brew build into the node-image brew build.
