For installing on NVIDIA bluefield 3 DPUs there is a need for some userspace software to interact with the firmware to disable SRIOV so the NICs can get basic networking.

Unfortunately the required package is 30+ MiB and splitting it (even if it was possible) would likely only get us down to 20+MiB (so probably not work it).

I'd love to not include this package in generic RHCOS, but I don't see any other way at this point to align with https://issues.redhat.com/browse/COS-3469
