To improve performance for KubeVirt (CNV) setups, we will include the numad package in RHCOS.

This will be backported to 4.20 (to be confirmed).

Steps:

• Build an image of RHCOS (rhel-coreos-config) without changes
• Add the numad (and numactl?) package to the manifests
• Build a new image of RHCOS
• Make sure that only expected packages were added to the image (i.e. numad and its dependencies, no Perl packages)
• Verify that no new services were enabled
• Try to figure out if we can make a basic test to verify that the functionality added by this package works

Once everything here is ready and merged for the main branch (i.e. 4.22), we will look at backports to existing releases (don't start backports before that).
