Right now, in the buildah path, we're just building `FROM` a moving tag. That makes our builds not semantically reproducible. We should fix this by pinning on specific digests.

Which was blocked on https://gitlab.com/fedora/bootc/tracker/-/issues/34, but which should hopefully soon be unblocked now that fedora-bootc is itself unblocked from moving to Konflux.
