Upstream description:

We need to rework the kola upgrade tests to work with OCI, as we won't publish to the OSTree repo in the future.

I suppose the last upgrade can be a rebase to a local oci archive with `ostree-remote-registry:<ostree remote>:<oci image>` , so we don't need to publish a staging oci image to a repository.
