Upstream description:

We have https://github.com/coreos/rhel-coreos-config/blob/2c3f8527babb935d8d71b505bc764dbab8163b69/manifest-el9-shared.yaml#L28-L34 to work around https://github.com/openshift/os/issues/1678. But looks like that workaround isn't working correctly in recent builds:

$ podman run --rm -ti quay.io/openshift-release-dev/ocp-v4.0-art-dev:4.19-9.6-node-image cat /usr/lib/ostree/prepare-root.conf
[composefs]
enabled = true
```
