      Switch RHCOS and FCOS to leverage bootc-image-builder for building disk images. This requires doing enablement work in bootc-image-builder.

      This is a semi-blocker for fully migrating to Konflux, which has a task for bootc-image-builder already that's in common with RHEL Image Mode.
