Upstream description:

Dependabot PR #2070, which attempts to update `golangci-lint` to the latest `v8` release, has been failing. To address this, a fix was implemented in the repo-templates repository as PR #292 and applies to both Butane and Ignition.

In addition to bumping the version, we also need to follow the configuration migration steps outlined in the official `golangci-lint `migration guide: https://golangci-lint.run/product/migration-guide/.
