      Change Fedora CoreOS to be built on top of Fedora Bootc. This ideally means literal derivation from the base fedora-bootc image, but it may also be still building FCOS as a base image, but inheriting content from fedora-bootc (e.g. package lockfiles).

      This work has a dependency on Fedora Bootc CI being in good shape, and more tests being upstreamed there.
