Move OpenShift installer to use pure RHEL bootimages

      Now that OpenShift installer supports using pure RHEL bootimages, do a bootimage bump where we take the content from the relevant pure RHEL stream (e.g. rhel-9.6) instead of the usual place (e.g. 4.19-9.6).

      From this point on, bootimage bumps will always be done from the pure RHEL streams.
