For RHCOS, we need to update the pipeline configuration to produce ARM GCP images. We need to:

• update the pipecfg
• verify that new 4.14 builds are producing the new artifacts and try to get it into a bootimage bump
• verify that running an OpenShift test on ARM on GCP works

This depends on the work in COS-2223
