As a user of OCP on Alibaba

I want to be able to deploy to all supported regions in the Asia-Pacific space

So that I can provision RHCOS in regions that I am already using

Acceptance Criteria

• confirm that uploading Alibaba images to ap-northeast-2 and ap-southeast-7 is possible with current `coreos-assembler` support
• update the list of regions being published to in the devel pipeline to include ap-northeast-2 and ap-southeast-7
  • i.e. https://gitlab.cee.redhat.com/coreos/rhcos-psi/-/blob/rhcos-4.11/jobspec.yaml#L114-139
• confirm that a devel pipeline successfully publishes Alibaba images to the new regions
• update the list of regions being published to in the prod pipeline to include ap-northeast-2 and ap-southeast-7
  • i.e. https://gitlab.cee.redhat.com/openshift-art/rhcos-upshift/-/blob/rhcos-4.11/jobspec.yaml#L36-62
• confirm that a prod pipeline successfully publishes Alibaba images to the new regions
