As an RHCOS Developer,

I want RHCOS AMIs copied to the ap-southeast-3 region,

So customers can use OpenShift in the ap-southeast-3 region.

Acceptance Criteria{}

• jobspec.yaml in rhcos-4.11, rhcos-4.10, rhcos-4.9, rhcos-4.8, and rhcos-4.7 branches are modified to add the `ap-southeast-3` region in https://gitlab.cee.redhat.com/openshift-art/rhcos-upshift repo
• Verify RHCOS AMI for 4.11, 4.10, 4.9, 4.8, and 4.7 is created and copied to the ap-southeast-3 region
• Boot image PR for 4.11, 4.10, 4.9, 4.8, and 4.7 is created in the openshift/installer repo
• Extra credit: Create a PR in openshift/installer to add the ap-southeast-3 region
