As a user of RHCOS/OCP

I want to be able to enable kdump on my nodes that are using kernel-rt

So that I can debug kernel crashes more easily

Acceptance Criteria

• manual testing of enabling kdump on RHCOS with kernel-rt is performed
• any changes necessary for using kdump with kernel-rt on RHCOS are identified
• BZs/PRs are made for identified changes
• new automated test cases are created for using kdump with kernel-rt
