User Story:

As of now, the IP type of target group is IPv6 when IPv6 is enabled. If we want to support IPv4-primary dualstack, we need the target group to be IPv4.

This also allows the worker nodes to skip setting PrimaryIPv6 to true as that setting is not supported in MAPI.
