We need to bump the version of CAPA provider (both controller and API) to the version with AWS SDK v2.

• Due to the bug https://github.com/kubernetes-sigs/cluster-api-provider-aws/issues/5670, we need to use the latest main or at least v2.9.2 (when it is released)
