• Ability to set the throughput on gp3 volumes in install-config.yaml

Why is this important?

• AWS allows the throughput parameter to be configured on gp3 volumes from 125 MiB/s to 1000 MiB/s

1. openshift/api EBSBlockDeviceSpec struct will need this parameter added to it
