Epic Goal

• update GCP UPI installation step to drop google cloud deployment manager

Why is this important?

• From google cloud:
  We'll be discontinuing support for Cloud Deployment Manager on December 31, 2025. After this date, you won't be able to use the Cloud Deployment Manager service. All related APIs and functions will no longer be supported.

So that means, the gcp upi installation process would not working any more.
