AAAA (and A) records should be created for API and API-int Load Balancers in both public and private zones.

Engineering Details:

• During IPv6 installs, make sure to create AAAA records within Route53 for API and API-int URLs (currently only A records are created)
• We can just create only AAAA record to allow resolving to the IPv6 of the Load Balancers in the case of single-stack IPv6 install.
