User Story:
After IPv6 is supported on upstream AWS ClusterAPI provider (CAPA), the installer can lay the necessary manifests to configure CAPA to provision IPv6-enabled infrastructure.
Basically, we just need lay down the IPv6 block: AWSCluster.spec.network.vpc.ipv6
