      Validate that an existing OpenShift cluster can be upgraded between EUS releases after removing a non-required permission resource `azurerm_user_assigned_identity` created by the OpenShift Installer.

      After successfully testing this, we need to publish a KCS with the steps required to remove such permission for customers to understand this is something we have tested and it is supported.

      The testing scenario should cover:

      1. Install a fresh 4.14.z OCP cluster on Azure via IPI
      2. Remove the azurerm_user_assigned_identity resource the Installer creates
      3. Check that the platform is not reporting any issues after that change
      4. EUS upgrade to 4.16.z
      5. Check that the platform is not reporting any issues after the upgrade

      Repeat the same scenario with a fresh 4.16.z cluster and upgrade it to 4.18.z
