Setup test under "Red Hat QE" subscritpion on AzureStack Hub WWT environment

      On AzureStack Hub WWT environment, two subscriptions are available,

      • Red Hat QE (d751283a-64fa-401b-92a1-58f1750ac0a7)
      • Red Hat Dev (de7e09c3-b59a-4c7d-9c77-439c11b92879)

      Currently, Installer presubmit CI/QE CI/Manual tests are all under subscription "Red Hat Dev" (using cluster-profile "azurestack-qe"), small capacity can run up to 5 clusters at the same time.

      Extend the test under subscription "Red Hat QE" to reduce quota pressure.

      For future maintenance, it's better to let subscription name and cluster profile name match with each other.

      Following works need to be done:

      1. Prepare service principal, storage account under "Red Hat QE", verify installation
      2. Create dedicated cluster-profile "azurestack-dev" in prow
      3. Update credentials in vault for both cluster profile "azurestack-qe" and "azurestack-dev"
        • create new secret "azurestack-dev" where target name is "cluster-secrets-azurestack-dev", move credentials (key: osServicePrincipal.json) from existing secret "azurestack-qe" to here
        • update existing secret "azurestack-qe" where target name is "cluster-secrets-azurestack-qe", update credentials (key: osServicePrincipal.json) with new SP created under "Red Hat QE"
      4. Change Dev CI jobs to new cluster-profile "azurestack-dev".
