• Run E2E capg tests for shared vpc features

• E2E testing with capg that includes shared vpc

• Shared VPCs should be set up where there is a host project and service project
• K8s ci needs to allow multiple projects used for testing.
• Add a new GCP_HOST_PROJECT env var to allow the ci to pick up the Host Project to add to the manifests for testing.
