Once terraform-provider-libvirt is no longer used in baremetal IPI and libvirt IPI has been removed from the openshift-baremetal-installer build, we want to stop building and shipping it in the builds that are included in the release payload.

However, for now we will need to retain the ability to build the libvirt CI image, as this is used in Multi-arch CI testing.
