When installconfig.platform.gcp.userTags is specified, all taggable resources should have the specified user tags. Likewise, when installconfig.platform.gcp.userLabels is set the resources should have the specified user labels.

This requires setting CustomNoUpgrade featureSet with GCPLabelsTags
featureGate enabled or TechPreviewNoUpgrade featureSet to configure tags.
