In OCPBUGS-18823 user set baselineCapabilitySet: None, which among other things removes the baremetal capability. But in the same install-config, user had baremetal platform. Installer was fine with it, creating a cluster that's bound to fail installation (bootkube failing in a loop as it can't apply metal related manifests such as bmhs and the provisioning CR).

Installer should not accept such contradictory install-config
