Epic Goal

• Installer should identify (throw an error) installations where operators are unstable, i.e. continue to progress despite being Available

Why is this important?

• Increase quality in terms of catching bugs pre-release
• Will help customers understand an installed cluster is unstable rather than discovering the issue Day 2
• TRT Team has requested this feature as they have observed the symptoms on many occassions

Acceptance Criteria

• CI - MUST be running successfully with tests automated
• Release Technical Enablement - Provide necessary release enablement details and documents.
• This logic is applicable to all installs, so we may need some agent specific changes as well.
