With the changes of the 4.14 epic, we noticed an issue of https://issues.redhat.com//browse/OCPBUGS-17227, so add the test scenario into Prow CI, i.e. specifying custom instance types for the envs CONTROL_PLANE_NODE_TYPE & COMPUTE_NODE_TYPE.
