Enable a presubmit and periodics where a CI cluster is installed to openshift-ci-1 but the private zone is precreated in openshift-ci-2.

Environment setup includes:

• precreate subnets (should be prior art for this)
• precreate private hosted zone
• share those subnets to the other account
• create a role with permission to the other account (this can be done permanently or on the fly)
