Description of problem:
When installing OCP using a disconnected mirror, users can choose to make their mirrors private or public. In the even that users want to use public internal registries, they are required to supply a pull-secret even though it has no impact on the installation process. This is currently impacting the assisted-installer (infrastructure operator) and could result in a very awkward user experience.

1. Attempt to install OCP with a public registry without supplying a pull-secret
Actual results:
pullSecret is a required value in the install-config
Expected results:
Install config can be supplied without a pull-secret or with an alternative in the event that pull-secret is not needed
