Reproduce the issue we are having with regional endpoints, specifically for STS, where Terraform seems to ignore the regional endpoint information and uses the global one.

The outcome from this spike should be a BZ or an Epic to implement the required changes to fully support regional endpoints for disconnected or connected deployments
