User Story:

As a user, I want to be able to:

• specify a pre-created compute_address for the API load balancer
  • installconfig.platform.gcp.apiAddress

so that I can achieve

• deploy an IPI cluster using Shared VPC with insufficient permissions to manage DNS resources in the Host Project.
• where the specified API compute_address is consumed by the load balancer in Terraform.

Acceptance Criteria:

Description of criteria:

• apiAddress parameter is added to the install config
• and validated to exist (in the Service Project)
• and passed to the Terraform templates for configuration of the API load balancer.

(optional) Out of Scope:

The work to modify the DNS behavior is part of another story.
