As a developer of the installer

I want to be able to check I am not using an out-dated service for RHCOS metadata

So that I don't release an unusable installer

Acceptance Criteria

  - update-rhcos-bootimage.py checks for new redirector service on older `release-4.x` branches (4.8/4.7/4.6)

  - documentation for updating legacy RHCOS metadata and new RHCOS stream metadata references new redirector service

Notes

The deprecation of api.ci caused the redirect service at `releases-art-rhcos.svc.ci.openshift.org` to go away and break the installer. This card tracks the update of the script once a new redirector in app.ci (or elsewhere?) is in place.
