Azure Installer: tag resources during installation

2. What is the nature and description of the request?

We currently provide a way to tag resources with AWS installs using the platform.aws.userTags parameter. For Azure, our documenation directs the reader to instructions to add tags manually. See the note after Table 3: https://docs.openshift.com/container-platform/4.6/installing/installing_azure/installing-azure-customizations.html#installation-configuration-parameters_installing-azure-customizations
