Goal:

As an administrator, I would like to deploy OpenShift 4 clusters to AWS China regions (Beijing and Ningxia.)

Problem:

Customers were able to deploy to AWS China in OCP 3.11, but our global configuration in OCP 4 doesn't support this.
  

Why is this important:

• Many of our customers require applications and services to reside on Chinese infrastructure in order to do business in China.
