Get control plane replica from hostedControlPlane

      CNO looks for replica number from cluster-config-v1 configmap in kube-system namespace in hostedcluster and use it as replica number for ovnk-master. This doesn't work for hypershift since the cluster-config-v1 in hostedcluster is not synced to controllerAvailabilityPolicy in hostedControlPlane.


      We need to get the hostedControlPlane CR in CNO and set the ovnk-master replicas to controllerAvailabilityPolicy.
